Rent increase rules under the Renters' Rights Act

Rent increases on assured periodic tenancies in England now follow one path only: Form 4A under Section 13. Letters and emailed proposals are not legally binding.

The four hard rules

Form 4A must be used. Other formats fail.

At least 2 months written notice before the new rent takes effect.

Maximum once per 52-week period per tenant.

No increase in the first 12 months of a new tenancy.

Tribunal challenge

The tenant can refer the notice to the First-tier Tribunal (Property Chamber). The tribunal will set the rent it considers reflects the open market for the property. Above-market increases will not stand.
