Ground 4 is a mandatory ground available to specified educational institutions where a property has been let to students in the previous 12 months. It is a narrow ground that does not apply to private landlords letting to students; it applies to the institutions themselves.

Private landlords letting student HMOs should look at the new Ground 4A.

What you need

  • Recognised educational institution status.
  • Evidence the property was student-let in the prior 12 months.
  • Form 3A citing Ground 4.
